This one actually has a date on the front "1997-1999" to distinguish it from the previous versions. Here are some *significant changes* to go along with program changes coming (as I've mentioned before here and elsewhere) and some *new insignia*: Changes: *A new section on BELTS, the kinds of belts and how to wear them with BSA uniforms. *New paragraphing on "Excess uniforming" states (it's ABOUT TIME, GUYS AND GALS!!) "Members should make every effort to keep their uniforms neat and uncluttered." and about Merit Badge sashes (we were talking about this earlier this year) "Members may wear only one merit badge sash". *Jamboree "wishy-washing": In the past, we went from two Jamboree patches being worn side-by-side above the right pocket to only one being worn (my contention is because the Jamboree patches have gotten larger) to the current policy: You can wear ONE "recent National Jamboree patch above the right pocket and one recent World Jamboree patch on the right pocket"....so now, at least according to this publication, those of us wearing World or International Jamboree patches above the right pocket are wrong; we must wear those, if we choose to do so, on the right pocket instead, leaving the space above for National Jamboree insignia only. (Geezo, it just doesn't make sense....but.....) *Temporary Insignia: insignia is considered "sewn on the pocket" if it is either actually sewn or suspended from the pocket. In other words, you are not supposed to wear one sewn on the pocket and another temporary patch suspended from that pocket flap. We also talked about temporary insignia going on the backside of the merit badge sash....."Members may wear only temporary patches (no badges of rank) on the back of the merit badge sash." There's also a reminder of that fact on page 20, where the merit badges are listed. *Headgear: Pay CLOSE ATTENTION to this bit of "information" that's buried in this part of the regulations: "As part of the First Class Emphasis, the large standard metal pin (#00017) has been reinstated as an *option* to the cloth First Class rank badge. The large pin also may be worn *only by boys* on the front of the campaign hat (#501) and the expedition hat (#637). Adults may wear the (NEW) Adult Universal hat pin (#50150) on the campaign hat and the expedition hat. The regulation has also been modified to allow Scouts and Scouters attending Jamborees to wear hat pins (but ONLY during the Jamboree) and to allow WEBELOS Cub Scouts to wear activity badges on the WEBELOS Cap (as it has been policy for four years now). No other pins may be worn on the hat, though. New Insignia: *Instant Recognition Kit for Tiger Cub Scouts *A full page with all of the Sports and Academinc Belt Loops and Pins (with the BSA stock number of each item....a nice deal!) *Sports and Academics Participation Emblem (#00803) to be worn by boys AND adults who participate in the Sports and Academics Program. Temporary patch to be worn on right pocket. *Patrol Emblems and Merit badges are now listed WITH the BSA stock numbers *Venture Strip *looks* a lot larger than the older strip used. There is no longer a "Varsity" strip. **EAGLE SCOUTS DO NO LONGER WEAR PALMS ON THE EAGLE SCOUT BADGE. Palms are now only worn with the Eagle Medal (on the ribbon) or on the square knot (for adults). *Conservation Good Turn (what used to be "PROJECT SOAR") patches AND Certificates are listed now *Philmont OA Trail Crew patch is now listed *Increased number of "official" interpreter strips *Varsity Scout device for Scouters' Training Award and Scouters' Key Award is now listed (#00928) *New Aviation Exploring, Engineering and Technology Exploring, High Adventure (Outdoor Adventure Exploring) Exploring, and Fire Service Exploring emblems *Sea Exploring on "khakitan" strip (BSA #04127) is now listed (strip has been available, but not listed) *NEW Canoe Base Loon (to be worn in similar style as Philmont Bull) *New Sea Base 6-inch backpatch *Illustration of G.O.L.D. Award and Exploring Leadership Award (new design of award and new ribbon colors) *Illustration of how to wear nameplates with and without a OA Lodge Flap. *Illustration of National Commissioner and Ambassador (yeah, it's a new position within the national volunteer side) emblems *Illustration of Cub Scout and Boy Scout Roundtable Staff emblems (which tells me that the attempt to make those staff members "Not Commisssioners"has failed.....both patches show the "wreath of service") *NEW RETIRED strip (No, this is NOT a gag....; it is something that many volunteers and professionals have been lobbying for over the past ten years!) *William Spurgeon Exploring Award is now a rather nice-looking plaque to take the place of the Lucite and wood ones *George Meany Award now has a pocket patch in addition to the knot and award *the BSA's Council Services Division has taken over the authority to send special awards previously allowed to be ordered through local Councils. *Holders of the BSA's Young American Awards may now *yea!!* wear the "Exploring Award knot", the same one that is currently being used by the G.O.L.D. Award and the previous Exploring Achievement Award. *New Central and Northeast Region patches (and I think new Western Region too...but I'm not sure...) are shown. That's it.....hope this is of help to those that are trying to keep up with the BSA's many insignia and uniforming changes....there's going to be more as the months go onward....so all I can say is "stay connected"!
