Before putting on the burlap/toilet paper/canvas/old clothing/etc., wrap the top 8-10 inches of your torch handle with two or three three layers of heavy duty foil. Use a staple gun to attach it (2 or 3 staples do fine). This slows down or even stops the fire from burning the wood. We often find that boys who have not done this risk having the torch head fall off, creating significant danger to themselves, and everyone (and everything) around them. 2. We use melted wax, instead of kerosene or lamp oil. It burns a bit more slowly, and therefore longer, and it does not have long flames that could be dangerous if younger boys are handling the torch. We melt the wax in one can, placed inside a larger can of water, which is on the camp stove. In this way, the wax can not get hotter than boiling water, greatly reducing the risk of "ignition". Yes it is a bit slow, but it's tremendously safer. 3. If you use melted wax, you will need porous materials such as burlap. Canvas will probably not absorb enough of the wax, although we've never tried it. 4. We put a ring of foil at the base of the burlap to make a "cup" to catch any melting wax or burning cloth. This reduces the odds of melted wax falling on someone's hand.
