I tell adults who do not wish to register that they are not covered under the BSA insurance and that if they are working with youth it might be a good idea to register as a scouter for $7.00 and be covered. If this does not work I ask them this question: Would you like for a person to work with your child that is not trained or that know one knows anything about? By filling out the BSA Adult Application the charter unit signs off on that person and then BSA national enters that persons name into a national data base that scans for past criminal problems. And from what I understand several applications are "Red Flagged" every year across the nation. Many units pay the $7.00 and then the adults have know reason to fill out the application. I look at the registration of adults as a positive part of the BSA. Look at it as a screening tool, and if a person is not willing to fill one out, look out! In addition, they will be covered by the Scout insurance in case anything should happen while they are in performace of a Scouter role. Also, I make sure my parents understand the troop is only as good as the active adults supporting it.
