Here is what he said on various issues: 1. Camping - This merit badge was changed in the 1996-97 RB (effective 9/1/96), but was inadventently omitted from the list on the Inside Front Cover of that RB. The new text is used in this year's RB as well. Requirement 7d now reads as follows: d) Show the right way to pack your full gear in your pack. (Explain the principles of packing in external and internal frame packs.) 2. Small Boat Sailing - This Merit badge WAS included in the list on the Inside Front Cover of the RB as being revised, but the change (to the CPR procedure in requirement 2b) was not included in the text. The intent WAS to have the text match the changes in the other aquatics badges. 3. Nature - I mentioned the numbering difference between the RB and the MB pamphlet (MBP), he will have one changed to match the other in the next printing. I assume the numbering system in the MBP will be used, but we'll have to wait until next year. 4. Soil & Water Conservation - This merit badge was changed in the 1998 RB (effective 1/1/98), but was inadventently omitted from the list on the Inside Front Cover of the RB. Requirements 3d & 5f were removed. 7. Oceanograhpy - This Merit badge was changed in the 1995-97 RB (effective 9/1/95), but was inadventently omitted from the list on the Inside Front Cover of that RB. The changed text also appears in the 1996-97 and the 1998 RBs. This was a major re-write. He knows of no "reversions" to earlier requirements. 6. The requirement for successful completion of a Board of Review for any rank, especially Eagle Scout MAY be completed after a Scout's 18th birthday. Adding the requirement to the list did NOT change the policy that a BoR can take place after the 18th birthday. 7. Board of Review for Eagle Palms - since the requirement was added to all the other ranks, it probably should have been added to Eagle Palmns, too. It wasn't, but probably will be in next year's book. He'll bring it to the committee. 8. The Merit Badge Library listing on the Inside Back Cover omits 2 new badges, and has the wrong date for one other. Missing: Archaeology 1996 Climbing 1996 Correct date for Personal Management 1996 9. The Merit Badge Numbers used for record keeping by BSA's advancement database for the four newest Merit Badges are as follows: Crime Prevention 131 Archaeology 132 Climbing 133 Entrepreneurship 134 In summary: The following Merit Badges had revisions which were NOT listed on the Inside Front Cover of the last 3 RB's: 1995-97 Oceanography (rewritten) 1996-97 Camping (7d revised) 1998 Soil & Water Conservation (3d & 5f removed) I will add this information to the USScouts web page listing the 1998 requirements changes: http://www.usscouts.org/gold/advchanges98.html I'll also fix the requirements pages and index and send all the updates to Chris Marsey for updating the site ASAP.
