I have the letter in front of me. The letter is datedDec 5, 1997 from G. Richard Williamson, National Director, Cub Scout Division. " To earn the recognition, Tiger Cubs must have their adult partner with them when participating in the Sports and Academics program." Also in this letter there is redefinition of family camping. The policy is " The local council or unit provides all elements of the outdoor experience on one or more days with major program areas staffed. Many times this includes food service, housing, and complete program schedule. Cub Scout unit family programs must have local council approval.
